‘The Idea of Denmark as a Gender Paradise Is a Myth.’ #MeToo Finally Came to Denmark—And the Reckoning Is Only Just Beginning

<p><span style="font-weight: 400;">In hindsight, it seems clear that Sofie Linde intended to make an impact. As the host of a comedy awards ceremony in late August, the Danish television presenter began her monologue by noting she was only the second woman in history to host the annual show, and then lifted her dress to expose her belly and confirm her pregnancy. But that provocation was minor in comparison to what came next: Linde revealed that, early in her career, a “big gun” at the state network where she had begun working, threated to destroy her career if she did not perform oral sex on him.</span><br /></p>

<p><span style="font-weight: 400;">And with that, a maelstrom was released in Denmark. The Scandinavian country, long held up as a leading example of gender equality—supposedly all income parity and generous parental leave—largely avoided the kinds of recriminations and repercussions that brought down the likes of Harvey Weinstein, Charlie Rose, and Louis C.K. when the <a href="https://time.com/5793798/the-silence-breakers-100-women-of-the-year/">#MeToo movement</a> <a href="https://time.com/4988282/me-too-tarana-burke-interview/">first erupted in the U.S.</a> and <a href="https://time.com/longform/me-too-asia-china-south-korea/">elsewhere</a> in 2017. Or at least it had until late August, when Linde’s revelation set off a <a href="https://politiken.dk/kultur/medier/art7918511/Her-er-alle-de-kvinder-der-har-skrevet-under-p%C3%A5-st%C3%B8ttebrev-til-Sofie-Linde" target="_blank">series of shock waves</a> that have since reached the highest levels of power in Denmark—and haven’t stopped rippling.</span></p>
<p><span style="font-weight: 400;">What has convulsed the nation is not only the identities of those implicated, which include political leaders and prominent media personalities, but simply that it is happening at all. “One of the reasons why we haven’t really seen this before is that many people said to themselves, well, we are an equal society, so therefore we don’t have these problems,” says former prime minister Helle Thorning-Schmidt. “But the idea of Denmark as a gender paradise is a myth. We’re good, but we’re not that good.”</span></p>

<p>She should know. As Denmark’s first female prime minister (she held the office from 2011 to 2015), Thorning-Schmidt’s own professional trajectory is itself evidence of the nation’s commitment to equality. Yet the woman who broke the Danish government’s glass ceiling has also experienced firsthand the latent sexism that Denmark has long failed to acknowledge—everything from the media’s fixation on her appearance to the kind of harassment that has recently toppled some of her former colleagues. And as she herself acknowledged in an Instagram post in September, although she is proud of her own leadership in some cases, there are others where she laments “having been part of a masculine culture” that may not always have been welcoming to others of her own gender.</p>
<p>Now that the country’s attention has been belatedly but emphatically drawn to the harassment in its midst, Thorning-Schmidt, 53, has a unique perspective on what took so long—and is cheering the progress of Denmark’s #MeToo. “If bad behavior doesn’t have a consequence, then it becomes a lesson to anyone who wants to behave badly that they can just carry on with impunity. So I think that there comes a time where enough is enough,” she told TIME in a recent interview.</p>

<p><strong>Although Denmark</strong> routinely <a data-saferedirecturl="https://www.google.com/url?q=https://data.em2030.org/wp-content/uploads/2019/05/EM2030_2019_Global_Report_ENG.pdf&source=gmail&ust=1604425483868000&usg=AFQjCNHXIKfoewO_f-5m_8V19bJzpjy7bQ" href="https://data.em2030.org/wp-content/uploads/2019/05/EM2030_2019_Global_Report_ENG.pdf" rel="noopener noreferrer" target="_blank">ranks high</a> globally for gender equality, it doesn’t always live up to its reputation. Especially in comparison to other Nordic countries, Denmark falls behind in key areas that range from female representation on boards and in parliament, to the percentage of citizens who consider themselves feminist. <p>That may help explain why, in 2017, #MeToo found little traction in Denmark. In its most prominent case, nine women who worked at the prominent film studio Zentropa accused producer Peter Aalbaek Jensen of harassment, but following an investigation, he returned to work <a data-saferedirecturl="https://www.google.com/url?q=https://www.theguardian.com/film/2018/may/10/lars-von-trier-producer-peter-aalbaek-jensen-stop-slapping-asses&source=gmail&ust=1604425483868000&usg=AFQjCNGPg5Zan-EWRCe2tKc3lwGKV98zSw" href="https://www.theguardian.com/film/2018/may/10/lars-von-trier-producer-peter-aalbaek-jensen-stop-slapping-asses" rel="noopener noreferrer" target="_blank">with only a promise</a> to “stop slapping women’s asses.” The same <a data-saferedirecturl="https://www.google.com/url?q=https://d25d2506sfb94s.cloudfront.net/cumulus_uploads/document/7cqtegbzmn/Globalism2019_Guardian_Feminism.pdf&source=gmail&ust=1604425483868000&usg=AFQjCNH4ekC-DM_iV-vGsKD9wKySjiVqrQ" href="https://d25d2506sfb94s.cloudfront.net/cumulus_uploads/document/7cqtegbzmn/Globalism2019_Guardian_Feminism.pdf" rel="noopener noreferrer" target="_blank">YouGov-Cambridge Globalism Project</a> found two fifths of Danes had an unfavorable view of the #MeToo movement, in part because they worried it would negatively affect relations between the sexes.</p>
<p><span style="font-weight: 400;">All that changed with Linde’s disclosure. In the wake of it, thousands of women in several Danish industries, including media, academia, and—as of last week—the trade unions, signed public letters saying they too had experienced sexual harassment and abuse. By early October, the movement had spread to the political sphere: both Morten Østergård, leader of the Social Liberal party and Frank Jensen, the mayor of Copenhagen, resigned after multiple women came forward to say that the men had touched them inappropriately. There was also a revival of outrage against the current foreign minister, Jeppe Kofod, who, when he was 34 and an invited speaker at a 2008 event for Social Democrat youth, had sex with a 15-year-old attendee. Although Danish law puts the age of consent at 15, the power differential between the two remains problematic for many Danes, and Kofod apologized again this year when the incident was revived.</span></p>
<p><span style="font-weight: 400;">“When you look at why this is happening now, it’s thanks to these young women, who have decided that enough is enough,” says Thorning-Schmidt. “Like Sofie Linde, they have a platform now, and they decided to use it for something bigger. It took one person to tell a very strong story about what happened to her when she was only 18, and that meant that other women felt they could come forward as well.”</span></p>

<p><span style="font-weight: 400;">That represents a big change from even a decade ago. Thorning-Schmidt was head of the Social Democrat party at the time of the Kofod case, and in response to the incident, stripped him of his responsibilities and demanded he apologize. “It was quite unusual back then, because all these cases were often hidden away and no one talked about them,” she recalls. “This one was quite significant because it was talked about, and he did have to apologize in a very public way. I was actually criticized for being too harsh, including by women.”</span></p>
<p><span style="font-weight: 400;">The irony that some Danes are now questioning why the Social Democrats didn’t do more then isn’t lost on her. She rejects the idea, put forward by some,</span> <a href="https://heartbeats.dk/ditte-giese-her-er-hvad-boomer-kvinder-kan-laere-af-de-unge-kvinders-kamp/?fbclid=IwAR2qdcf5mYAqWNPWv62ClHGgL1x0Rym8VayvzJENUvnCPqTyib1BSKb3DSU" target="_blank"><span style="font-weight: 400;">like journalist Ditte Giese</span></a><span style="font-weight: 400;">, that there is a generational difference in support for the present movement, noting that she herself signed one of the #MeToo letters and, in her more recent capacity as CEO of Save the Children International, she quickly fired employees who were guilty of sexual misconduct. But she recognizes that the definition of what counts as harassment–and what both society and she herself is prepared to do about it—has changed. “My generation and women before, we had to get more or less permission just to be in the political arena,” she says. “So sometimes we overlooked things that younger women today are not willing to. They’re not just accepting permission to be there. They’re also saying we want to be there on equal terms, and we want to be able to go to work in a way that feels safe.”</span></p>
<div class="gmail_default">Although she says she has experienced a good deal of sexual harassment earlier in her work life, most of it happened in her first jobs (she worked at a bar and a supermarket) and before she entered politics. <span style="font-weight: 400;">At the age of just 25, she started as head of the Social Democrat delegation to the European Parliament—and she believes that leadership position and the ones that followed inoculated her from being the object of much misconduct. “One thing we know about men who harass women is that they don’t go for the person who is at the top of the hierarchy. They never remember anything the day after. But even when they’re very intoxicated, they still understand hierarchy,” she quips.</span></div>
<p><span style="font-weight: 400;">One major exception occurred when Thorning-Schmidt was a member of the European Parliament, a position she held from 1999-2004. At an embassy dinner, a guest reached under the table and slid his hand onto her knee. “I was angry and insulted, but I didn’t complain,” she says. “Back then, you just moved the hand.”</span></p>

<p><span style="font-weight: 400;">But Danes hardly need to look that far back to find evidence of high-level harassment that was ignored or concealed. When he resigned on Oct. 19, former Copenhagen mayor Frank Jensen, who was also the deputy chair of Social Democrats, told the Danish newspaper Jyllands Posten, “I’m terribly sorry to the women I’ve offended in my 30 years in politics,”; several of the accusations dated to a 2011 Christmas party. The incident that brought down Social Liberal leader Østergård in early October occurred the same year.</span> And Mads Aagaard Danielsen, a journalist and radio host at the national broadcaster, was only fired in October despite reports in 2019 of him harassing multiple women and threatening male journalists at another station in incidents said to date as far back as 2015. (Danielson has <a data-saferedirecturl="https://www.google.com/url?q=https://www.bt.dk/samfund/dr-vaert-mads-aagaard-danielsen-har-i-flere-aar-chikaneret-vaeret-seksuelt&source=gmail&ust=1604420687141000&usg=AFQjCNE5YdcCNz8HjtKF8VfA1SW-fGC0ew" href="https://www.bt.dk/samfund/dr-vaert-mads-aagaard-danielsen-har-i-flere-aar-chikaneret-vaeret-seksuelt" target="_blank">apologized</a> for his actions.)</p>
<p><span style="font-weight: 400;"><strong>Denmark’s belief in</strong> its own commitment to equality helps explain why those incidents never received much attention before now, but so too does Danish culture. Along with egalitarianism, Danes value highly what they call ‘frisind’—a kind of free-thinking that, as illustrated by the publication of the</span> <a href="https://time.com/3710336/denmark-muhammad-cartoons-attack/"><span style="font-weight: 400;">Mohammed cartoons case</span></a><span style="font-weight: 400;">, refuses to be confined by others’ sensibilities. “As Danes we’re very scared of being put into boxes where we have to be politically correct,” Thorning-Schmidt says. “We want to have our irony, our sarcasm, we want to have fun in the workplace. And that’s part of how we are with each other, which I totally recognized in myself as well. If you’re scared of being boxed into something which is boring and politically correct, then as a society you kind of resist that conversation a bit.”</span></p>
<p><span style="font-weight: 400;">They’re not resisting anymore. Now that some offenses have come to light, Denmark finds itself grappling with some of the same questions—is there a statute of limitations on misconduct? Should perpetrators be ‘canceled’?—that have convulsed other countries. But perhaps no question has elicited more debate than the question of how and where misconduct should be revealed. Linde’s own refusal to name her harasser—she preferred, she said to keep the focus on the systemic nature of the issue—prompted an ongoing controversy, as has former mayor Jensen’s lament in an interview with the newspaper Berlingske, that, although he has apologized for his actions and has not been accused of any crime, he has nonetheless been “convicted by the people’s court.” Although current prime minister <a href="https://time.com/5614555/mette-frederiksen-denmark-youngest-prime-minister/">Mette Frederiksen</a> stated that the allegations had revealed grave failings within her own party, and promised to address them, she also said she thought it important that future cases be handled “professionally–for example under the auspices of a legal inquiry” and posted on Facebook that “it should not be the media’s presentation that decides the outcome of a case.”</span></p>
<p><span style="font-weight: 400;">But Thorning-Schmidt says she understands why Linde and others have chosen to go public with their stories. “If someone has over, say 30 years in politics, been harassing a number of women, and the women have complained but it’s had no consequences,” she says, “Then I can understand why they would start revealing who it actually is.” While she was CEO of Save the Children, she learned firsthand how silence—especially in the form of non-disclosure agreements—enabled misconduct to continue, with some known harassers simply getting pushed on to the next job. “I strongly believe that there has to be some outing of these people. It’s only when these things become public, that they seem to stop.”</span></p>
<p>With more revelations likely—prime minister Frederiksen herself said she thought more cases would emerge in the near future<span style="font-weight: 400;">—Thorning-Schmidt believes a broader change is underway, one that may well address the other forms of sexism that Denmark has thus far failed to address. “If you have a culture that allows sexual harassment, you also often have a culture that allows sexism in the workplace. So hopefully, this shift in paradigm will not stop with harassment, but will move on to those other forms of inequality in the labor market as well.”</span></p>
<p><span style="font-weight: 400;">Those include pay that, although more equitable than most other countries, is still unequal (in 2019 women earned just</span> <a href="https://www.statbank.dk/LIGELI1" target="_blank"><span style="font-weight: 400;">over</span></a> <span style="font-weight: 400;">87 cents for every dollar earned by men), the percentage of women serving on corporate boards (19%), and the lack of women in political leadership at the local level (“I think we have more mayors named Erik than we do female mayors,” she says). Thorning-Schmidt herself may help rectify the latter; her name is being floated as a possible candidate to replace Frank Jensen in Copenhagen’s mayoral election next year.</span></p>
<p><span style="font-weight: 400;">Whether that happens or not, it seems clear that the upheaval Sofie Linde unleashed will continue. On Monday, Denmark’s</span> <span style="font-weight: 400;">National Association of Local Authorities released the results of a survey that shows roughly a fifth of all women in local politics have experienced sexual harassment in some form or another. “Clearly,” Thorning-Schmidt says,</span> <span style="font-weight: 400;">“We still have a lot to do.”</span></p>

<p>(KABUL, Afghanistan) — Gunmen stormed Kabul University on Monday as it hosted a book fair attended by the Iranian ambassador to Afghanistan, sparking an hours-long gun battle and leaving at least 19 dead and 22 wounded at the war-torn country’s largest school.</p>
<p>The ministry’s spokesman, Tariq Arian, also said there were three attackers involved in the assault, all of whom were killed in the ensuing firefight. As the sun slowly set over the Afghan capital, there were few other details though the Taliban issued a statement denying they took part in the assault.</p>
<p>The attack came as the insurgents are continuing peace talks with the U.S.-backed government. Those negotiations, taking place in the Gulf Arab state of Qatar, aim to help the U.S. finally withdraw from America’s longest war, though daily bloodshed continues and an Islamic State affiliate launches its own attacks on Shiites in the country.<br /></p>

<p>Five hours into the fighting, sporadic grenade explosions and automatic weapons fire echoed down the empty streets surrounding the university’s fenced compound. Afghan troops stood guard. Earlier, students were seen fleeing for their lives from the site.</p>
<p>“Unfortunately, there are casualties,” Arian said as the assault unfolded, without elaborating.</p>
<p>Ahmad Samim, a university student, told journalists he saw militants armed with pistols and Kalashnikov assault rifles firing at the school, the country’s oldest with some 17,000 students. He said the attack happened at the university’s eastern side where its law and journalism faculty teach.</p>
<p>Afghan media reported a book exhibition was being held at the university and attended by a number of dignitaries at the time of the shooting.</p>
<p>While Afghan officials declined to discuss the bookfair, Iran’s semiofficial ISNA news agency reported Sunday that Iranian Ambassador Bahador Aminian and cultural attaché Mojtaba Noroozi were scheduled to inaugurate the fair, which would host some 40 Iranian publishers. Iranian state television reported the attack occurred, but did not offer information on its officials.</p>
<p>Iranian diplomats have been targeted previously by attacks in the country and nearly sparked a war between the two countries. In 1998, Iran held the Taliban responsible for the deaths of nine Iranian diplomats who were working in its consulate in northern Afghanistan and sent reinforcements to the 950-kilometer- (580-mile-) long border that Iran and Afghanistan share.</p>
<p>No group immediately took responsibility for the ongoing attack though the Taliban issued a statement saying they were not involved. However, suspicion immediately fell on the Islamic State group.</p>
<p>Last month, the Islamic State group sent a suicide bomber into an education center in the capital’s Shiite dominated neighborhood of Dasht-e-Barchi, killing 24 students and injuring more than 100. The Islamic State affiliate in Afghanistan has declared war on Afghanistan’s minority Shiite Muslims and have staged dozens of attacks since emerging in 2014.</p>
<p>Schools have been targeted for attacks in the past as well. Last year, a bomb outside of the Kabul University campus’ gates killed eight people. In 2016, gunmen attacked the American University in Kabul, killing 13.</p>
<p>Violence has been relentless in Afghanistan even as the Taliban and a government-appointed negotiation team discuss a peace agreement to end more than four decades of war in the country. The talks in Qatar have been painfully slow and despite repeated demands for a reduction in violence, the chaos has continued unabated.</p>
<p>A U.S. deal with the Taliban in February set the stage for peace talks currently underway in Doha. The deal also allows for the withdrawal of U.S. and NATO troops from Afghanistan.</p>
<p>Meanwhile Monday, a vehicle hit a roadside mine in the country’s southern Helmand province, killing at least seven civilians, most of them women and children, provincial governor spokesman Omer Zwak said.</p>

<p>(LONDON) — Britain’s High Court has ruled against Johnny Depp in his libel action against the owner of the Sun tabloid over allegations that he was a “wife beater.”</p>
<p>In a ruling Monday, Justice Andrew Nicol said Depp has “not succeeded in his action for libel.”</p>
<p>Though Nicol said Depp had “proved the necessary elements of his cause of action in libel,” the defendants had shown that “what they published in the meaning which I have held the words to bear was substantially true.”</p>
<p>Depp sued News Group Newspapers, publisher of The Sun, and the newspaper’s executive editor, Dan Wootton, over an April 2018 article that accused him of assaulting his wife Amber Heard.<br /></p>

<p>Elaine Charlson Bredehoft, Heard’s U.S. counsel, said in a statement that the verdict is “not a surprise” for anyone who followed the trial in the summer.</p>
<p>“Very soon, we will be presenting even more voluminous evidence in the U.S.,” she said.</p>
<p>Depp is also suing Heard for $50 million in Virginia over a Washington Post story about domestic violence. The trial is due to be held next year.</p>
<p>Both Depp and Heard spent several days in the witness box during the three-week trial in July, giving irreconcilable accounts of their volatile relationship. The pair met on the set of 2011 comedy “The Rum Diary” and married in Los Angeles in 2015. They separated the following year and divorced in 2017.</p>
<p>Heard, 34, testified as the main witness for the defense, saying Depp turned into a violent alter ego he dubbed the “Monster” when under the influence of alcohol and drugs. She alleged 14 separate incidents between 2013 and 2016 in which he hit, slapped and shoved her, pulled her hair and threw bottles at her. The alleged assaults took place in glamorous settings including the couple’s luxury penthouse, Depp’s private island in the Bahamas and an executive jet.</p>
<p>Depp, 57, branded the allegations “sick” and a “hoax” and claimed Heard was the aggressor during their relationship. He claimed that Heard hit him, even severing the tip of his finger with a thrown vodka bottle during an altercation in Australia during filming of a “Pirates of the Caribbean” movie.</p>
<p>Depp acknowledged heavy drug use, saying he took marijuana, cocaine, ecstasy and magic mushrooms, and became addicted to opioid painkillers. But he denied that drugs made him violent.</p>
<p>“I am certainly not a violent person, especially with women,” he said.</p>
<p>Heard insisted she was telling the truth and said she had spoken out reluctantly.</p>
<p>“What woman has ever benefited from being a victim of domestic violence?” she asked in court.</p>
<p>Depp’s lawyer, David Sherborne, accused Heard of wrongly donning the mantle of the #MeToo movement and called her “a wholly unreliable witness and frankly a compulsive liar.”</p>
<p>Both sides offered testimony from friends and former employees to back their version of events, and the judge must decide which account is more credible.</p>
<p>The decision is a big blow personally, and financially, to Depp.</p>
<p>“The reputations of both Johnny Depp and Amber Heard are tarnished irrevocably,” said Mark Stephens, a media lawyer at the law firm Howard Kennedy, ahead of the verdict.</p>
<p>“I think that it’s going to persist, because whoever wins in this case, the way in which this case was presented, the issues that came up, particularly around gendered presentation of the case, I think that’s going to be studied for years to come.”</p>

<p>Death has a sound in Yuendumu, a red-dirt town in the middle of Australia’s sparsely populated Northern Territory. The haunting ritual wailing, to mark the death of a loved one, permeates Samara Fernandez-Brown’s memories of the town her family is from.</p>
<p>The 22-year-old lives in the southern city of Adelaide, but she traveled 1,100 miles to the town of 800 residents—nearly all of whom are Aboriginal people called the Warlpiri—on Nov. 9, 2019 to attend her grandfather’s funeral. When she heard crying on the evening of the memorial, she assumed it was to mourn him. She soon learned the sobs were for someone else: her 19-year-old cousin Kumanjayi Walker.<br /></p>

<p>Just hours earlier, four officers from a special police unit and a dog handler from Alice Springs, the closest major town at some 200 miles away, had arrived in Yuendumu. Local officers had requested their help to arrest Walker—the subject of a warrant for violating his parole. Three days earlier, police said he had <a href="https://www.abc.net.au/news/2020-09-01/nt-kumanjayi-walker-zachary-rolfe-committal-hearing-day-one/12616214" target="_blank">wielded an axe</a> at the officers when they tried to take him into custody. Although a local sergeant <a href="https://www.abc.net.au/news/2020-09-05/nt-committal-hearing-zachary-rolfe-what-happened/12631574" target="_blank">planned</a> to arrest Walker early the following morning, when he was likely to be asleep, the out-of-town officers entered Walker’s family home, which is known in town as “the red house” for its <a href="https://www.abc.net.au/news/2019-11-21/yuendumu-shooting-police-outside-crime-scene-1/11693564?nw=0" target="_blank">cinnamon hue</a>, at about 7 p.m.</p>
<p>Body cam footage shows the officers grappling with Walker. Officer Zachary Rolfe was stabbed in the shoulder in the melee. The officers urged Walker to “drop the scissors”. After Rolfe fired three shots at <a href="https://www.abc.net.au/news/2020-09-02/zachary-rolfe-committal-shown-video-kumanjayi-walker/12620732" target="_blank">close range</a>, another officer can be heard <a href="https://alicespringsnews.com.au/2020/09/02/zachary-rolfe-body-worn-video-shown-in-court/" target="_blank">saying</a>: “Don’t f-ck around, I’ll f-cking smash you, mate.” “I’m going to kill you <a href="https://www.theguardian.com/australia-news/2020/sep/25/nt-police-officer-acted-for-a-defensive-purpose-when-he-shot-kumanjayi-walker-lawyer-says" target="_blank">mob</a>,” the teenager says. The officers retreated to the Yuendumu police station with a seriously wounded Walker in tow, leaving behind a <a href="https://www.abc.net.au/news/2019-11-10/yuendumu-residents-mourn-loss-after-nt-police-shooting/11690670" target="_blank">bullet casing</a> and a blood-spattered mattress.</p>
<p>Word of the botched arrest moved quickly through Yuendumu, which covers less than three square miles. Stunned family members, including Fernandez-Brown, and dozens of others went to the one-story police station. They spent hours outside pleading for information about Walker’s condition, but the officers responded by locking the doors and <a href="https://www.abc.net.au/news/2019-11-13/yuendumu-police-shooting-nt-as-it-happened/11692900" target="_blank">turning off the lights</a>.</p>
<p>“No one knew what state he was in, no one knew if he was alive,” Fernandez-Brown tells TIME.</p>
<p>She went to bed late that night. When her mother’s cries woke her up, Fernandez-Brown knew that Walker was dead. Police admitted that although he had died around 9 p.m the previous night, they waited until the morning to reveal the news out of <a href="https://www.abc.net.au/news/2019-11-11/police-admit-fear-of-reprisal-a-consideration-in-delay-to-family/11691106" target="_blank">concern for the safety of officers in the town</a>.</p>
<p>Walker’s death at the hands of police in Yuendumu reverberated <a href="https://www.news.com.au/national/victoria/news/protesters-shut-down-bourke-street-mall-over-racist-kumanjayi-walker-shooting/news-story/bfd7fa80a8936257d467dd79f6a59808" target="_blank">across Australia</a> in the days afterwards—sparking protests more than 1,500 miles away in Sydney and Melbourne. Four days after the <a href="https://www.smh.com.au/national/northern-territory-policeman-charged-with-murder-over-shooting-of-indigenous-man-20191113-p53aei.html" target="_blank">shooting,</a> Rolfe was charged with murder. But the Australian news cycle was soon overtaken by devastating bushfires, then the COVID-19 pandemic and attention waned.</p>
<p>Then came <a href="https://time.com/5853380/george-floyd-australia-aboriginal-deaths/">the killing of George Floyd</a> in May. His killing in Minneapolis, Minn. ignited a reckoning over racial inequality in the U.S. It also ignited protesters sympathetic to <a href="https://time.com/5847967/george-floyd-protests-trump/">the Black Lives Matter movement</a> to action on almost every <a href="https://time.com/5845981/new-zealand-george-floyd/">continent</a>. In Europe, it led to <a href="https://time.com/5850135/edward-colston-statue-slave-trader-protests/">protesters tearing down statues</a> of a slave trader in England and a Belgian king known for his savage rule of the Congo. In Indonesia, #PapuanLivesMatter trended on social media to raise awareness about discrimination against natives of West Papua.</p>

<p>In Australia, racial justice activists have focused renewed attention on the deaths of Aboriginal people in custody—an issue that has been studied and publicly discussed for decades, though deaths have continued. In June, tens of thousands defied COVID-19 restrictions to take to the streets in cities across the country. Alongside <a href="https://time.com/collection/100-most-influential-people-2020/5888228/black-lives-matter-founders/">“Black Lives Matter”</a> signs, protesters carried placards with the names of Aboriginal Australians who have died in custody, including signs reading “Justice for Walker.”</p>
<p>“The <a href="https://www.facebook.com/110552327067656/videos/386627148942006" target="_blank">death of George Floyd</a> has resurfaced a whole bunch of pain for my family and I. And a whole bunch of fight,” Fernandez-Brown told a large crowd gathered at a June 6 rally in Adelaide. “How are we talking about another Black death at the hands of the police. <a href="https://www.facebook.com/110552327067656/videos/386627148942006" target="_blank">How?”</a> she screamed, as the crowd responded with chants of “Shame!”</p>
<p>Although Australia, a nation of 26 million, has different challenges to the U.S., the country is struggling to resolve a crisis that will likely sound familiar to Americans who have taken to the streets calling for police to stop killing Black people. At least <a href="https://www.theguardian.com/australia-news/2020/sep/20/national-emergency-urgent-leadership-needed-after-fifth-aboriginal-death-in-custody-since-june" target="_blank">441 Aboriginal people</a> have died in custody in Australia since 1991, according to the <a href="https://www.theguardian.com/australia-news/2020/jun/09/black-lives-matter-protesters-referred-to-our-count-of-432-aboriginal-deaths-in-custody-its-now-437?CMP=soc_568&utm_medium=Social&utm_source=Twitter#Echobox=1591663092" target="_blank"><em>Guardian</em></a>. The deaths of Aboriginal and other Indigenous people accounted for 22% of prison deaths, <a href="https://www.aic.gov.au/sites/default/files/2020-05/sr_05_270418.pdf" target="_blank">according to one study</a>. Aboriginal people are also more likely to be incarcerated; they are <a href="https://www.abs.gov.au/statistics/people/crime-and-justice/prisoners-australia/latest-release" target="_blank">28% of prisoners</a> in 2019, despite only being <a href="https://humanrights.gov.au/about/news/imprisonment-rates-indigenous-women-national-shame" target="_blank">2 to 3% of the national population</a>.</p>
<p>No police officer has been <a href="https://www.bbc.com/news/world-australia-52900929" target="_blank">convicted</a> for any of the deaths. But amid growing demands for police accountability and an end to Aboriginal people dying in custody, a judge decided on Oct. 26 that the officer who killed Walker must stand trial for murder. Rolfe, a decorated officer with a military service record, will be the first member of law enforcement to face trial for an Aboriginal death in custody in the Northern Territory.</p>

<h2>Generations of trauma</h2>
<p><span style="font-weight: 400;">Scientists believe Aboriginal people have inhabited Australia for more than</span> <a href="https://newsroom.unsw.edu.au/news/science-tech/when-did-aboriginal-people-first-arrive-australia" target="_blank"><span style="font-weight: 400;">65,000 years</span></a><span style="font-weight: 400;">, though many Indigenous groups say they have been there forever. Between 750,000 to 1 million people comprised of</span> <a href="https://info.australia.gov.au/about-australia/our-country/our-people" target="_blank"><span style="font-weight: 400;">hundreds of nation groups</span></a> <span style="font-weight: 400;">with distinct beliefs and languages lived on the continent before British colonizers arrived in the late 18th century, declaring that the land belonged to no one and was theirs for the taking.</span></p>
<p><a href="https://c21ch.newcastle.edu.au/colonialmassacres/introduction.php" target="_blank">More than 300 massacres</a> occurred over the next 142 years, perpetrated by British soldiers, police and settlers, and, later, native police commanded by white officers in an organized attempt to eradicate Aboriginal people. Imported diseases killed others. Aboriginal people were pushed off of their land onto government <a href="https://www.environment.nsw.gov.au/chresearch/reservestation.htm#:~:text=Aboriginal%20reserves%3A%20Aboriginal%20reserves%20were,the%20government%20or%20its%20officials." target="_blank">reserves</a>. By 1921, the Aboriginal population had declined to only <a href="https://www.abs.gov.au/AUSSTATS/abs@.nsf/3d68c56307742d8fca257090002029cd/8dc45512042c8c00ca2569de002139be!OpenDocument" target="_blank">72,000</a>.</p>
<p>Those who survived colonization were treated as second-class citizens. In the 1900s, they were subject to <a href="http://museum.wa.gov.au/explore/articles/don-t-keep-history-mystery-national-reconciliation-week" target="_blank">curfews</a> in some major cities and faced segregation on school buses, in swimming pools and in <a href="https://www.creativespirits.info/aboriginalculture/politics/do-we-have-apartheid-in-australia" target="_blank">movie theaters</a>. <a href="https://www.aihw.gov.au/getmedia/32bddc34-2f4a-49d9-8f15-4e32bf2edcc1/aihw-ihw-199.pdf.aspx?inline=true#:~:text=There%20were%20an%20estimated%2013%2C829,before%201972%20(AIHW%202018)." target="_blank">Between one in three and one in 10</a> Aboriginal children were forcibly removed from their families and communities from approximately 1910 until 1970; members of the so-called Stolen Generations were placed in church missions and other institutions—many <a href="https://www.creativespirits.info/aboriginalculture/language/loss-of-aboriginal-languages#Why_did_we_lose_so_many_Aboriginal_languages?" target="_blank">banned</a> from speaking their native languages—in a bid to assimilate them into white society. Aboriginal Australians were only granted the right to vote in national elections <a href="https://www.nma.gov.au/defining-moments/resources/indigenous-australians-right-to-vote" target="_blank">in 1962</a>.</p>
<p>Australia is still reckoning with the violence of its colonial past. In 2008, the government formally apologized for the mistreatment of the Stolen Generations following a years-long campaign by activists. But trauma has been passed down through generations.</p>

<p>Many Aboriginal people have been left behind as Australia became one of the richest and wealthiest nations in the world. Today, <a href="https://www.sbs.com.au/nitv/article/2015/11/04/education-gap-closing-more-indigenous-students-finish-year-12-ever#:~:text=The%20retention%20rate%20for%20Aboriginal,cent%20in%20the%20same%20year." target="_blank">only about 59%</a> of Aboriginal people graduate high from school, compared with 84% of non-Aboriginal Australians. They are 14 times more likely to be <a href="https://www.aihw.gov.au/reports/indigenous-australians/homelessness-among-indigenous-australians/contents/summary" target="_blank">homeless</a>. They <a href="https://www.aihw.gov.au/reports/australias-welfare/indigenous-income-and-finance" target="_blank">earn about 33% less</a> and face <a href="https://www.abs.gov.au/ausstats/abs@.nsf/Lookup/by%20Subject/4714.0~2014-15~Main%20Features~Labour%20force%20characteristics~6" target="_blank">unemployment</a> rates almost twice as high. They are more likely to struggle with <a href="https://www.creativespirits.info/aboriginalculture/people/domestic-and-family-violence" target="_blank">mental health issues</a>, <a href="https://www.sbs.com.au/nitv/nitv-news/article/2019/09/26/suicide-rate-indigenous-australians-remains-distressingly-high" target="_blank">four times more likely</a> to die by suicide, and they live, on average, <a href="https://www.creativespirits.info/aboriginalculture/health/aboriginal-life-expectancy#:~:text=On%20average%2C%20Aboriginal%20males%20live,years%20(10%20years%20less)." target="_blank">8 fewer years than other Australians</a>. And Aboriginal people are more likely to be incarcerated. In the Northern Territory, where Yuendumu is located, Aboriginal people accounted for <a href="https://www.abs.gov.au/ausstats/abs@.nsf/Lookup/by%20Subject/4517.0~2019~Main%20Features~Northern%20Territory~27" target="_blank">83%</a> of the prison population in 2019. <a href="https://www.theguardian.com/australia-news/2019/may/31/system-is-broken-all-children-in-nt-detention-are-aboriginal-officials-say" target="_blank">All 24 of the children</a> in detention last year in the region were Aboriginal.</p>
<p>Prime Minister Scott Morrison said in June that reducing the incarceration rate is a <a href="https://www.theguardian.com/australia-news/2020/jun/12/scott-morrison-sorry-for-no-slavery-in-australia-claim-and-acknowledges-hideous-practices" target="_blank">complex and difficult task:</a> “It’s health policy, it’s youth policy, it’s a suicide policy, it’s employment policy, it’s welfare policy—this is an incredibly complicated area and not all Indigenous experiences are the same,” he said. “There is no shortage of funds being thrown at this issue, but clearly the application of funds by governments over decades and decades and decades is not getting the results we want.” Morrison also drew widespread criticism when he said that Australia had no history of slavery, <a href="https://theconversation.com/was-there-slavery-in-australia-yes-it-shouldnt-even-be-up-for-debate-140544" target="_blank">a false claim</a> he later walked back and <a href="https://www.theguardian.com/australia-news/2020/jun/12/scott-morrison-sorry-for-no-slavery-in-australia-claim-and-acknowledges-hideous-practices" target="_blank">apologized for</a>.</p>
<p>The Australian government said it spent <a href="https://www.aph.gov.au/About_Parliament/Parliamentary_Departments/Parliamentary_Library/pubs/rp/BudgetReview201920/IndigenousAffairs" target="_blank">more than $10 billion</a> on Aboriginal people in its 2015 to 2016 budget, the majority of that through mainstream programs such as Medicare, social security payments, child care benefits and university support.</p>

<h2><strong>‘Yapakurlangu Warnkaru Matters’</strong></h2>
<p>Yuendumu is small and remote. It has just a few shops, a police station and a swimming pool—a popular after-school hangout. But it also boasts its <a href="https://www.pawmedia.com.au/radio" target="_blank">own media company</a>, which produces local-language news and documentaries, and an <a href="https://warlu.com/" target="_blank">art center</a> that sells Aboriginal paintings. Singing can often be heard echoing out of one of several churches. Australian rules football, as well as a version of the game called “bush footy” played in the community, is an obsession. Warlpiri is the main language spoken, and Warlpiri traditions are a central part of life.</p>
<p>It has not escaped the problems of other Aboriginal communities. A gasoline-sniffing epidemic gripped the town in the mid-1990s. In 2010, family feud-related violence caused 100 residents to flee Yuendumu. The unemployment rate is about <a href="https://quickstats.censusdata.abs.gov.au/census_services/getproduct/census/2016/quickstat/SSC70301#:~:text=In%20the%202016%20Census%2C%20there,up%2085.5%25%20of%20the%20population.&text=The%20median%20age%20of%20people,State%20Suburbs)%20was%2028%20years." target="_blank">50%</a>. There are problems with housing, and the town is running out of water. Ned Jampijinpa Hargraves, a Warlpiri elder, says local education isn’t good and he worries about the future of the kids there, including his grandchildren. “You know, I’m just thinking about what they’re going to do to live, to survive, if there isn’t much education.”</p>

<p>But there is a strong sense of community. In the wake of Walker’s death, Yuendumu banded together to call for answers. Warlpiri elders called for <a href="https://www.theguardian.com/australia-news/2019/nov/11/yuendumu-police-shooting-indigenous-groups-demand-inquiry-into-kumanjayi-walkers-death" target="_blank">calm</a>. The community appointed <a href="https://www.abc.net.au/news/2019-11-20/yunedumu-nt-walker-family-hires-legal-representation/11714160" target="_blank">lawyers</a> from outside the Northern Territory to represent the family, who requested a Sydney prosecutor to handle the case. Walker’s cousin, Fernandez-Brown, was thrust into the role of an activist, a position she never thought she would have to assume.</p>
<p>Struggling to speak through tears at an <a href="https://www.facebook.com/pawmedia.au/videos/1020411921765081" target="_blank">Oct. 16 memorial service</a>, Fernandez-Brown said: “I’ve been working really hard to spread the message and stay strong for justice for Walker.” In Yuendumu<strong>,</strong> a large painting hung near the entrance to the basketball court where Walker’s memorial service was held; it had a brown raised fist and the words <a href="https://www.sbs.com.au/nitv/article/2020/10/23/kumanjayi-walkers-life-mattered" target="_blank">“Yapakurlangu Warnkaru Matters,”</a> the Warlpiri translation of “Black Lives Matter.”</p>
<h2><strong>‘A long history of police brutality’</strong></h2>
<p>The demands of Australian Black Lives Matter activists are broadly similar to <a href="https://time.com/5876318/police-reform-america/">those of their U.S. counterparts</a>: They want money that goes to police departments redirected to fund communities; to reform bail laws and to examine why so many young Aboriginal people are pushed into a <a href="https://vcoss.org.au/policy/review-on-raising-the-age-of-criminal-responsibility/" target="_blank">lifetime</a> of cycling in and out of the prison system.</p>
<p>Many Aboriginal people identify as Black and say they recognize their own struggle for justice in the U.S. <a href="https://time.com/tag/black-lives-matter/">Black Lives Matter movement</a>. Julie Andrews, a senior lecturer in Aboriginal studies at La Trobe University says that many Aboriginal people, including her, also have “the talk” with their children to warn them about the dangers they face from law enforcement due to racism. “There’s been a long history of police brutality,” she says. “We have those talks too.”</p>
<p>Karl Roberts, the chair of Policing and Criminal Justice at the University of Western Sydney, says that the Black Lives Matter movement may be increasing awareness of existing issues in Australia: “I don’t think it’s a, ‘Let’s get the cops right now attitude,’ but more the zeitgeist of, ‘There are systemic issues’ and ‘There are things we need to look at’ so when we come across these things they are a bit more likely to be taken seriously.”</p>
<p>But supporters of Rolfe, the 29-year-old police officer who has been charged with Walker’s murder, argue that the charges against him are politically-motivated—meant to appease an angry community and protesters in the streets. Rolfe’s lawyers say he opened fire in self-defense and <a href="https://www.sbs.com.au/nitv/article/2020/09/25/accordance-his-training-court-hears-police-officer-who-fatally-shot-kumanjayi" target="_blank">in accordance to his training</a>. During a September pre-trial hearing, his colleagues say they’d been taught the catchphrase “knife equals gun,” although one officer acknowledged that that didn’t necessarily mean the gun should be fired. The Police Federation of Australia, a union with more than 63,000 members, <a href="https://tpav.org.au/news/journals/2019-journals/december-2019-journal/president-s-message" target="_blank">condemned</a> the charges “following an incident <a href="https://pfa.org.au/wp-content/uploads/2019/11/Media-Release-NT-221119.pdf" target="_blank">in the course of [Rolfe’s] duties</a>.” However, a criminologist told the same hearing that the second and third shots were “<a href="https://www.abc.net.au/news/2020-09-03/nt-kumanjayi-walker-zachary-rolfe-committal-hearing-day-three/12623918" target="_blank">excessive</a>, unreasonable and unnecessary.” (The Northern Territory police, the Northern Territory Police Association, and Rolfe’s lawyers declined to comment for this article).</p>

<h2>‘There’s something broken there.’</h2>
<p>A resurgence of COVID-19 <a href="https://www.reuters.com/article/us-global-race-protests-australia/australia-police-win-halt-to-black-lives-matter-protest-amid-covid-19-idUSKCN24R08J" target="_blank">put a damper on protests</a> in Australia, and activists fear the momentum from Black Lives Matter to force meaningful criminal justice reform for Aboriginal people may be waning. (This is also a concern expressed by Black Lives Matter activists in the U.S., as COVID-19 and the U.S. election overtake the headlines.)</p>
<p>The demonstrations initially made some progress. New South Wales, the state where Australia’s largest city Sydney is located, launched a parliamentary inquiry into how deaths in custody are investigated and the state of South Australia made it mandatory for police to notify the state’s Aboriginal Legal Service whenever an Aboriginal person is taken into custody. In late July, the federal government announced <a href="https://www.abc.net.au/news/2020-07-30/closing-the-gap-targets-indigenous-agreement/12421866" target="_blank">a target</a> of moving 15% of Indigenous adults out of jail by 2031.</p>
<p>There are now indications that the cases currently winding their way through the court systems will face a much higher level of public scrutiny than past cases have. The 2016 death of Wayne Fella Morrison, who was found <a href="https://www.sbs.com.au/nitv/nitv-news/article/2018/08/28/inquest-hears-wayne-morrison-turned-blue-guards-performed-cpr" target="_blank">blue and unresponsive</a> after officers placed him face-down in the back of a prison van, bound and with a spit hood over his head, made national headlines at the time.</p>
<p>But a coroner’s hearing scheduled for August had to be delayed, in part because a bigger courtroom was needed. “Since the death of George Floyd in the United States…the [investigation] has attracted more publicity and media coverage,” the coroner said in a ruling.</p>

<p>Morrison’s name is among those that appeared on signs at rallies across the country in June. His sibling, Latoya Aroha Rule, who uses the pronoun they, says that they have been blown away by the level of public support. “Wayne’s name is up on banners in marches of tens of thousands of people. That’s not something I ever thought would be possible. It’s incredible,” Rule says.</p>
<p>But the push for reform is also meeting roadblocks. On July 27, at a meeting of Australian state Attorneys-General, a decision on a proposal to raise the age of criminal responsibility from 10 to 14 years old was <a href="https://www.smh.com.au/national/age-of-criminal-responsibility-to-remain-at-10-until-at-least-2021-20200727-p55fy6.html" target="_blank">deferred to 2021</a>. And in August, a prosecutor decided not to pursue charges against officers involved in the death of <a class="c-link" data-sk="tooltip_parent" data-stringify-link="https://www.sbs.com.au/news/tanya-day-coroner-refers-aboriginal-death-in-custody-to-prosecutors" href="https://www.sbs.com.au/news/tanya-day-coroner-refers-aboriginal-death-in-custody-to-prosecutors" rel="noopener noreferrer" target="_blank">Tanya Day</a>, a 55-year-old Aboriginal woman who died after hitting her head several times in a jail cell in 2017 after being removed from a train for public drunkenness.</p>
<p>Walker’s family, at least, will now get their day in court. Fernandez-Brown says her family won’t settle for less than a prison sentence for Rolfe. “For my family, that’s all we’re holding on to,” she says. “I know in Australia, it’s unheard of, but we’re remaining very, very hopeful.”</p>
<p>She hopes that sets a precedent so that other families can get justice, and lead to systemic change: “When you’ve got this many deaths it’s no longer about individuals or bad eggs, it’s about the whole system, the chicken, there’s something broken there.”</p>

<p>(LONDON) — Britain’s Prince William <a href="https://time.com/5795398/prince-william-dublin-guinnness-coronavirus/">tested positive for the coronavirus in April</a>, around the same time as his father Prince Charles, the BBC reported.</p>
<p>The report cited unidentified palace sources and The Sun newspaper, which said William kept his telephone and video engagements without revealing his diagnosis because he didn’t want to worry anyone.</p>
<p>Kensington Palace declined to comment Sunday but did not deny the report.</p>
<p>The newspaper said William was treated by palace doctors and followed government guidelines by isolating at the family home Anmer Hall.</p>
<p>Prince Charles had mild COVID-19 symptoms in March. In his first public engagement after recovering, Charles revealed he lost his sense of taste and smell while he was sick.</p>
<p>William made a public appearance in mid-October with his grandmother Queen Elizabeth II, who was making her first public engagement outside of a royal residence since early March. They met with scientists at the Defence Science and Technology Laboratory at Porton Down in southern England.</p>

<p>(OPA-LOCKA, Fla.) — President Donald Trump is suggesting that he will fire Dr. Anthony Fauci after Tuesday’s election, as his rift with the nation’s top infectious disease expert widens while the nation sees its most alarming outbreak of the coronavirus since the spring.</p>
<p>Speaking at a campaign rally in Opa-locka, Florida, Trump expressed frustration that the surging cases of the virus that has killed more than 230,000 Americans so far this year remains prominent in the news, sparking chants of “Fire Fauci” from his supporters.</p>
<p>“Don’t tell anybody but let me wait until a little bit after the election,” Trump replied to thousands of supporters just after midnight Monday, adding he appreciated their “advice.”<br /></p>

<p>Trump’s comments on Fauci less than 48 hours before polls close all but assure that his handling of the pandemic will remain front and center heading into Election Day.</p>
<p>It’s the most direct Trump has been in suggesting he was serious about trying to remove Fauci from his position. He has previously expressed that he was concerned about the political blowback of removing the popular and respected doctor before Election Day.</p>
<p>Trump’s comments come after Fauci leveled his sharpest criticism yet of the White House’s response to the coronavirus and Trump’s public assertion that the nation is “rounding the turn” on the virus.</p>
<p>Fauci has grown outspoken that Trump has ignored his advice for containing the virus, saying he hasn’t spoken with Trump in more than a month. He has raised alarm that the nation was heading for a challenging winter if more isn’t done soon to slow the spread of the disease.</p>
<p>In an interview with the Washington Post this weekend, Fauci cautioned that the U.S. will have to deal with “a whole lot of hurt” in the weeks ahead due to surging coronavirus cases.</p>
<p>Fauci said the U.S. “could not possibly be positioned more poorly” to stem rising cases as more people gather indoors during the colder fall and winter months. He says the U.S. will need to make an “abrupt change” in public health precautions.</p>
<p>Fauci added that he believed Democratic presidential candidate Joe Biden “is taking it seriously from a public health perspective,” while Trump is “looking at it from a different perspective.” Fauci, who’s on the White House coronavirus task force, said that perspective emphasizes “the economy and reopening the country.”</p>
<p>In response, White House spokesman Judd Deere said Trump always puts people’s well-being first and Deere charges that Fauci has decided “to play politics” right before Tuesday’s election. Deere said Fauci “has a duty to express concerns or push for a change in strategy” but instead is “choosing to criticize the president in the media and make his political leanings known.”</p>
<p>Trump in recent days has stepped up his attacks on Biden for pledging to heed the advice of scientists in responding to the pandemic. Trump has claimed Biden would “lock down” the nation once again. Biden has promised to heed the warnings of Fauci and other medical professionals but has not endorsed another national lockdown.</p>
<p>Trump has recently relied on the advice of Stanford doctor Scott Atlas, who has no prior background in infectious diseases or public health, as his lead science adviser on the pandemic. Atlas has been a public skeptic about mask wearing and other measures widely accepted by the scientific community to slow the spread of the virus.</p>
<p>Other members of the White House coronavirus task force have grown increasingly vocal about what they see as a dangerous fall spike in the virus.</p>
<p>Trump’s aggressive approach to Fauci carries some risks this close to Election Day,</p>
<p>A Kaiser Family Foundation poll in September showed 68% of Americans have a great deal or a fair amount of trust in Fauci to provide reliable information on the coronavirus. That compares with 52% of Americans who trusted Biden to do that and just 40% for Trump.</p>

<p>(QUEBEC CITY) — A man dressed in medieval clothing and armed with a Japanese sword was arrested Sunday on suspicion of killing two people and wounding five others on Halloween near the historic Château Frontenac hotel in Quebec City.</p>
<p>The attack on randomly chosen victims went on for nearly 2 1/2 hours while police pursued the man armed with a katana throughout the city’s downtown core on foot, Quebec Police Chief Robert Pigeon said.</p>
<p>Quebec’s prosecutor’s office said Carl Girouard, 24, faces two counts of first-degree murder and five counts of attempted murder. Girouard appeared before a judge via video-conference Sunday and the next hearing in the case is expected to be on Thursday<br /></p>

<p>Police said their initial information indicated the suspect’s motive was personal and not terrorism.</p>
<p>“Last night we were thrust into a night of horror when a 24-year-old man who does not live in Quebec City came here with the clear intention of taking as many victims as possible,” Pigeon said.</p>
<p>Pigeon said the suspect, who was from the Montreal area, had no criminal record, but that “in a medical context” over five years ago, he had shared his intention to commit this type of act. He said the investigation continued.</p>
<p>Police were first notified of the stabbings near the National Assembly shortly before 10:30 p.m. Saturday, and warned people to remain indoors as they hunted for the attacker.</p>
<p>The two people killed were identified as 56-year-old Francois Duchesne and 61-year-old Suzanne Clermont.</p>
<p>Residents huddled outside Clermont’s home, where they placed a box filled with flowers and a stuffed cat at her front door.</p>
<p>One neighbor said Clermont was out smoking a cigarette when she was attacked.</p>
<p>“She was my friend,” said Lucie Painchaud, a resident of the area for 16 years. “It’s unbelievable. I can’t still compute.”</p>
<p>The horror of Saturday night’s events was also setting in at the nearby Musee National des Beaux-Arts du Quebec, where Duchesne was described as a much-loved employee.</p>
<p>“We are all in shock,” spokeswoman Linda Tremblay said in a statement, describing the attack as an “inexplicable and unfair tragedy.”</p>
<p>The five injured victims were taken to a hospital. “Some have very significant lacerations but we do not fear for their lives,” Pigeon said.</p>
<p>Steve Jolicoeur, a freelance photographer, said the deceased male had his throat slit. Jolicoeur said another person was cut on the shoulder while another was cut on the head and hand.</p>
<p>He said he witnessed the arrest of the suspect, who threw his sword in the air.</p>
<p>“He seemed confused,” Jolicoeur said. “He was in black clothes, like a ninja.”</p>
<p>Police were searching his car and residence. He was due to make a video court appearance later Sunday</p>
<p>Quebec City Mayor Regis Labeaume said Canada needs to have a debate about how to deal with mental illness. He said the attack has shaken the city, which is still recovering from a shooting at a mosque in 2017 that killed six people.</p>
<p>“Quebec is waking up after a night of horror. Words fail me to describe such a tragedy. I offer my condolences to the families of the victims,” Quebec Premier Francois Legault tweeted.</p>
<p>Carlos Godoy, who lives in the area, said police K-9 units had searched his backyard as they hunted for the suspect.</p>
<p>“It’s a full moon, it’s October 31st. It’s Halloween, and it’s a lockdown weekend. No one should be out on the streets,” Godoy said. “And I’m in an extremely quiet neighborhood because there are no tourists nowadays.”</p>
<p>The area around the Chateau Frontenac, the towering landmark of the walled old city, is usually bustling with tourists in normal times.</p>

<p>(BANGKOK) — Under increasing pressure from protesters demanding reforms to the monarchy, Thailand’s king and queen met with thousands of adoring supporters in Bangkok, mixing with citizens in the street after attending a religious ceremony inside the Grand Palace.</p>
<p>Crowds of royal devotees waited for hours Sunday outside the white walls of the storybook palace compound to greet them, carrying portraits of King Maha Vajiralongkorn and Queen Suthida and waving national flags.</p>
<p>The monarch waved to the crowd and smiled, surrounded by aides who crouched beside him as he walked. He paused briefly to make a rare comment when asked what he would say to the protesters who have been demanding reforms.<br /></p>

<p>“We love them all the same,” the Thai king told the UK’s Channel 4. Asked if there was room to compromise with protesters, the king said, “Thailand is the land of compromise,” and quickly turned to walk away.</p>
<p>The unprecedented challenge to decades of tradition has led royalists — mainly older Thais — to stage their own counter-rallies and to denounce the protesters for raising the issue, increasing the risk of violent confrontations or intervention by the army, which declares defense of the monarchy to be one of its main duties.</p>
<p>Virtually all of the supporters in the crowd Sunday wore yellow shirts, signifying loyalty to the crown.</p>
<p>“I came here today led by my heart,” said 44-year-old businesswoman and astrological consultant Pakawarin Damrongrotthawee. “Born as Thais, we must be grateful to the monarchy. If anyone wants to protest the government, they can do it. But they must not touch the monarchy.”</p>
<p>As the smiling royal couple emerged, members of the crowd shouted “Long live the King!” and kissed the monarch’s feet as the couple passed, several wiping them with a towel. Some onlookers reached out to touch his hand, and gave the couple yellow roses as they went by. Other members of the royal family followed in their wake.</p>
<p>It was the latest of several such events in Thai cities and came after another week in which student-led demonstrations sought change to the powerful royal institution. Supporters of the monarchy among the public at large have failed on their own to work up the same excitement and crowds as the pro-democracy demonstrators.</p>
<p>But the photogenic opportunities of a royal walkabout, with crowds drawn by the rare chance to get up close and personal with the king, are a way of showing that many Thais appear satisfied with the monarchy as it is. Members of the media were also allowed unusually close access.</p>
<p>“This is my first time to come to greet the king,” said 55-year-old Siraseth Limpisuree. “I would like to encourage him, as a group of Thai people has a wrong attitude toward the monarchy. I want them to understand that the monarchy is part of Thai society and Thailand can never survive without the monarchy. We should not get the monarchy involved in political chaos. The government can be changed, but the monarchy should not be reformed as they (the protesters) demand.”</p>
<p>The student-led protesters charge that the palace exercises undue power and influence for a constitutional monarchy, and seek to have it made more accountable under law. They deny they want to see the royal institution abolished.</p>
<p>The demands to reform the monarchy have shattered a taboo in a way that would have seemed unthinkable just a few months ago. The royal institution has traditionally been presented as the nation’s cornerstone and above criticism.</p>
<p>But the institution’s foundations were shaken by the death in 2016 of Vajiralongkorn’s father, King Bhumibol, after seven decades on the throne, leaving it vulnerable to criticism, despite a strict law against defaming the monarchy that can bring prison terms of up to 15 years.</p>
<p>The protests began in earnest in July and originally demanded political changes — including new elections and a more democratic constitution — but parallel demands for reform of the monarchy have since taken center stage.</p>
<p>Thousands had marched to the German Embassy in Bangkok last Monday to appeal to Chancellor Angela Merkel’s government to investigate whether Thailand’s king has exercised political power during his extended stays in Bavaria.</p>
<p>On Thursday, protesters laid out a red carpet on a major city street and staged a satirical fashion show, parodying an event being held at the same time by Princess Sirivannavari Nariratana, a daughter of the king who is a fashion designer, at a luxury hotel nearby.</p>

<p>Nice Archbishop Andre Marceau was preparing for a special nighttime service in the basilica to purify it following Thursday’s fatal knife attack, and then to pay homage to the victims and to mark All Saints’ Day, when many Christians around the world honor the dead.</p>
<p>Priests in the Saint-Sulpice Church in Paris and elsewhere in France mentioned the attack during their All Saints’ services, which were exceptionally allowed to go ahead despite a new <a href="https://apnews.com/article/virus-outbreak-emmanuel-macron-france-2f396daf57582c4bbedc9c5581b9a572" target="_blank">monthlong virus lockdown</a> that started Friday in France. Riot police or other security forces were stationed at some prominent religious sites.<br /></p>

They took place amid global tensions around cartoons published by a French newspaper mocking the Prophet Muhammad, which deeply offend Muslims. <p>The three victims were 55-year-old church warden Vincent Loques, a father of two described by parishioners and nearby merchants as “nice to everyone”; churchgoer Nadine Devillers, 60; and Brazilian-born Simone Barreto Silva, 44, Brazilian media said Silva, a mother of three, moved to France to join a dance group led by her sister, worked in elder care and dreamed of traveling the world in a food truck.</p>
<p>Investigators in France, Tunisia and Italy are trying to determine the motive of chief suspect Ibrahim Issaoui, <a href="https://apnews.com/article/virus-outbreak-italy-tunisia-france-terrorism-e9f72edb04d23c9b66c05e589cfb536e" target="_blank">a 21-year-old Tunisian who transited through Italy last month en route to France,</a> and whether he acted alone.</p>
<p>Issaoui is in critical condition in a French hospital after being wounded by police during his arrest and hasn’t yet been questioned, according to a judicial official.</p>
<p>Five other people were also in custody Sunday after being detained in Nice and the nearby town of Grasse, the official said. They are between 25 and 63-years-old and were spotted on video surveillance or detained in homes searched by police as part of the investigation, said the official, who was not authorized to be publicly named according to judicial policy.</p>
<p>Their connection to the attack remains unclear. A previously unknown Tunisian extremist group claimed responsibility for Thursday’s attack. Tunisian and French authorities are investigating whether the claim is legitimate.</p>

<p>MANILA, Philippines — A super typhoon blew into the eastern Philippines with disastrous force Sunday, killing at least 10 people and triggering volcanic mudflows that engulfed about 150 houses before weakening as it blew away from the country, officials said.</p>
<p>Typhoon Goni blasted into the eastern island province of Catanduanes at dawn from the Pacific with sustained winds of 225 kilometers (140 miles) per hour and gusts of 280 kph (174 mph), threatening some provinces still recovering from a deadly typhoon that hit a week ago.</p>
<p>Goni barreled through densely populated regions and threatened to sideswipe Manila, which shut down its main airport, but shifted southward Sunday night and spared the capital, the government weather agency said.<br /></p>

<p>At least nine people were killed in the hard-hit province of Albay, including a father and son. Villagers fled to safety as the typhoon approached, but the two apparently stayed put in the community in Guinobatan town where about 150 houses were inundated by volcanic mudflow.</p>
<p>“The child was found 15 kilometers (9 miles) away,” Albay Gov. Al Francis Bichara told DZMM radio, adding that the boy was swept away by mudflows and found in the next town.</p>
<p>He did not say whether there were any other residents trapped by the rampaging mudflows in the community and added that downed communications made it hard for people to communicate. The Office of Civil Defense reported that three Guinobatan residents were missing, but it was not immediately clear if they were from the mudflow-hit community.</p>
<p>The other deaths in Albay included a villager who was pinned by a fallen tree. One person was killed in Catanduanes province.</p>
<p>Ricardo Jalad, who heads the government’s disaster-response agency, had feared that the typhoon could wreak major damage due to its enormous force. The Philippine weather agency reinforced those concerns, saying that within 12 hours after the typhoon’s landfall, people could face “catastrophic, violent winds and intense to torrential rainfall.”</p>
<p>Residents were warned of possible landslides, massive flooding, storm surges of up to 5 meters (16 feet) and powerful winds that can blow away shanties. But after hitting a mountain range and repeatedly slamming into coastal provinces, the typhoon gradually weakened, although it remained potentially deadly as it blew out into the South China Sea, forecasters said.</p>
<p>One of the most powerful typhoons in the world this year, Goni evoked memories of Typhoon Haiyan, which left more than 7,300 people dead or missing, flattened entire villages, swept ships inland and displaced more than 5 million in the central Philippines in November 2013.</p>
<p>Manila’s main airport was ordered shut down for 24 hours from Sunday to Monday, and airlines canceled dozens of international and domestic flights. Commuter train services were also suspended and a no-sail policy restriction was imposed by the coast guard due to initial fear over the typhoon’s threatening power. The military and national police, along with the coast guard, were put on full alert.</p>
<p>Jalad said nearly a million people were preemptively moved into emergency shelters.</p>
<p>In a Manila gymnasium that was turned into an emergency shelter, COVID-19 outbreaks were an added worry of displaced residents. The Philippines has had more than 383,000 cases of the virus, the second-most in Southeast Asia behind Indonesia.</p>
<p>“We are scared — our fears are doubled,” said Jaqueline Almocera, a 44-year-old street vendor who took cover at the shelter.</p>
<p>The Philippines is lashed by about 20 typhoons and storms each year. It’s also located on the so-called Pacific “Ring of Fire,” where earthquakes and volcanic eruptions are common, making it one of the world’s most disaster-prone countries.</p>

<p>LONDON — A new national lockdown in England may have to last longer than the planned four weeks if coronavirus infection rates don’t fall quickly enough, a senior government minister said Sunday.</p>
<p>The lockdown <a href="https://apnews.com/article/virus-outbreak-england-london-boris-johnson-371b19c116876d9fe2052bf96010bfd6" target="_blank">announced Saturday by Prime Minister Boris Johnson</a> is to run from Thursday until Dec. 2. Johnson says it’s needed to stop hospitals from becoming overwhelmed by COVID-19 patients within weeks.</p>
<p>Cabinet minister Michael Gove said it was the government’s “fervent hope” that the lockdown would end on time, but that could not be guaranteed.</p>
<p>“With a virus this malignant, and with its capacity to move so quickly, it would be foolish to predict with absolute certainty what will happen in four weeks’ time,” he told Sky News. “We’re going to review it on the 2nd of December but we’re always driven by what the data says.”<br /></p>

<p>Under the new restrictions, bars and restaurants can only offer take-out, non-essential shops must close and people will only be able to leave home for a short list of reasons including exercise. Hairdressers, gyms, golf courses, swimming pools and bowling alleys are among venues that must shut down, and foreign holidays are barred.</p>
<p>Yet unlike during the U.K.’s first three-month coronavirus lockdown earlier this year, schools, universities, construction sites and manufacturing businesses will stay open.</p>
<p>Britain has the worst virus death toll in Europe, with over 46,500 dead, and it passed 1 million confirmed coronavirus cases on Saturday.</p>
<p>Like other European countries, virus cases in the U.K. began to climb after lockdown measures were eased in the summer and people began to return to workplaces, schools, universities and social life. In recent weeks, new infections have been soaring across the continent, especially in Belgium, the Czech Republic, France, Spain and the U.K.</p>
<p>Johnson had hoped regional restrictions introduced in October, mostly in northern England, would be enough to push the numbers of new infections down. But government scientific advisers predict that on the outbreak’s current trajectory, the demand for hospital beds will exceed the capacity by the first week of December, even if temporary hospitals are set up again.</p>
<p>“Unless we act, we could see deaths in this country running at several thousand a day,” Johnson said as he announced the lockdown during a televised news conference on Saturday evening.</p>
<p>But owners of pubs, restaurants, theaters and gyms all say the measures will be devastating.</p>
<p>A government program that has paid the wages of millions of furloughed employees during the pandemic has been extended during the new lockdown. But many businesses say it’s not enough, especially in the arts, where most people work as freelancers.</p>
<p>Mark Davyd, chief executive of the Music Venue Trust, urged the government to offer the live events industry further financial support, as has been done in France and Germany.</p>
<p>“We look forward to urgent details from ministers on the financial package that will protect businesses and livelihoods in this vital, world-leading British industry,” he said.</p>
<p>Also Sunday, the government and Transport for London struck a deal to keep buses and subways running in the capital, where passenger numbers have collapsed because of the pandemic. The mix of grants and loans worth 1.8 billion pounds ($2.3 billion) is earmarked to keep the system operating until the end of March.</p>
<p>Under the new restrictions, places of worship can stay open for private prayer and funerals, but not for communal services. That has drawn criticism from England’s top two Roman Catholic clergy, Cardinal Vincent Nichols and Archbishop Malcolm McMahon, who say the suspension would cause “deep anguish.”</p>
<p>“Faith communities have played a vital role in sustaining personal, spiritual and mental health and encouraging vital charitable activities” during the pandemic, they said. “That critical service towards the common good of all is created and sustained by communal worship.”</p>
<p>The new lockdown needs Parliament’s approval and a vote is scheduled for Wednesday. Some members of Johnson’s Conservative Party oppose tighter restrictions because of the economic damage they inflict, but the main opposition Labour Party says it will vote for the new lockdown.</p>
<p>The restrictions will apply to England. Other parts of the U.K. govern their own public health measures, with Wales and Northern Ireland already effectively in lockdown and Scotland under a set of tough regional restrictions.</p>

<p><span style="font-weight: 400;">“I don’t think we’ve seen a moment in recent memory where we have a day, an election specifically, that seems so likely to be marred by violence,” says Jonathan Greenblatt, the chief executive officer of the Anti-Defamation League (ADL), the 107-year-old organization set up to stop anti-Semitism</span> <span style="font-weight: 400;">and “to secure justice and fair treatment to all.”</span> <span style="font-weight: 400;">Before joining the ADL in 2015, Greenblatt was an entrepreneur who co-founded, and then sold, Ethos Water to Starbucks; he has brought a tech-savvy, data-driven approach to combatting hate crimes, focusing heavily on social media. He was a leading force in the <a href="https://time.com/5860029/verizon-pulls-facebook-ads-hate-speech/">Stop Hate for Profit</a> campaign, which resulted in more than 1,100 corporations temporarily pulling ads from Facebook. He has worked closely with Sacha Baron Cohen: it was at an ADL event in 2019 that Baron Cohen, in a then rare out-of-character appearance, <a href="https://www.youtube.com/watch?v=ymaWq5yZIYM" target="_blank">burst onto the scene</a> as a stinging critic of social media as a forum for hate speech.</span><br /></p>

<p><span style="font-weight: 400;">ADL’s research team closely tracks the activities of hate groups, and under Greenblatt, ADL established the Center for Technology and Society in Silicon Valley to use tools like machine learning and AI to track slanderous speech and share information with law enforcement and public officials. The center is staffed by techies who have previously worked at Reddit, Lyft and Twitter.</span></p>
<p><span style="font-weight: 400;">Greenblatt, who also worked in the Obama Administration as the director of the Office of Social Innovation and Civic Participation, joined TIME recently for a video conversation on the ADL’s work to ensure election security and its efforts to monitor and call out hate groups on tech platforms.</span></p>

<h3><strong>How concerned are you about Election Day intimidation and violence at polling places?</strong></h3>
<p><span style="font-weight: 400;">I’m deeply concerned. We’ve seen a real convergence between some of the extremists, particularly <a href="https://time.com/5894497/donald-trump-white-supremacists-debate/">right-wing extremists</a>, and the upcoming presidential election. Unfortunately, ADL already had been seeing extremists localizing around the election and threatening to not only cause mayhem on the streets but to bring that focus to polling places. These are people who are enthusiastic about literally things like race war or civil unrest.</span></p>
<h3><strong>What are some of the particulars that you’re concerned about?</strong></h3>
<p><span style="font-weight: 400;"><em>Poll watching</em> is not a new term. It’s actually quite an old term, and it’s usually associated with voter suppression.</span></p>
<h3><strong>What specific steps are you taking, and what will help forestall violence?</strong></h3>
<p><span style="font-weight: 400;">We’re actively tracking the bad guys. Not just on Facebook and Twitter, not just in the public Internet but also the networks that they use. We’re sharing information with the authorities. So what are we doing? Actively briefing elected officials, their staffs, specifically law enforcement at the federal, state and local level to ensure that all the various actors are as prepared as possible for the potential threats that could unfold specifically on Election Day—but even around it too. We’re worried less about Election Day. It’s also election week. It could be election month.</span></p>
<h3><strong>Facebook recently <a href="https://techcrunch.com/2020/10/12/facebook-in-a-reversal-will-now-ban-holocaust-denial-content-under-its-hate-speech-policy/" target="_blank">changed its policy on Holocaust denial.</a> Why did you think it took so long?</strong></h3>
<p><span style="font-weight: 400;">ADL, for almost 10 years, has been calling publicly and privately for Facebook to change its policies, to classify Holocaust denial and distortion as a form of hate speech. Let’s be clear. Holocaust denialism or Holocaust distortion is pseudoscience at best, but in reality it’s anti-Semitism, plain and simple. For thousands of years, people have tried to delegitimize the Jewish people. This is just another form of delegitimization. And so we have brought this to their attention publicly and privately. It’s a legitimate question: Why did it take almost 10 years? And they had made, over time, positive changes to other policies but stubbornly held onto this outrageous policy, even in the face of the undeniable threat of anti-Semitism.</span></p>
<h3><strong>Why now?</strong></h3>
<p><span class="pullquote"><span style="font-weight: 400;">We’re worried less about Election Day. It’s also Election Week. It could be Election Month.</span></span><span style="font-weight: 400;">I do believe that the public pressure has had something to do with it. Specifically, the Stop Hate for Profit campaign that ADL helped to organize in the summer with NAACP, Color of Change and Common Sense Media, and all the groups that called out the prevalence of hate speech and other kinds of content on Facebook, and the fact that it is being subsidized by advertisers. Having over 1,100 of the biggest brands on the planet say they’re going to come off the platform—that sends a message.</span></p>

<h3><strong>What was the genesis of the Stop Hate for Profit campaign?</strong></h3>
<p><span style="font-weight: 400;">The Civil Rights Coalition really came together this summer after George Floyd was murdered in broad daylight, and we had these different white supremacists and right-wing extremists organizing in broad daylight through Facebook groups. And we brought that to Facebook’s attention. They didn’t move quickly at all.</span></p>
<h3><strong>What was the underlying strategy behind the campaign?</strong></h3>
<p><span style="font-weight: 400;">The reason why this toxic content is up on Facebook is because it’s subsidized with advertising dollars. So we say to the advertisers, “Hey, you need to stop subsidizing this content, and it’s a matter of common decency, let alone brand safety.” We had the biggest brands in the world. And what they all basically said was, “</span><span style="font-weight: 400;">We don’t want again our brands exposed to this kind of poison.” The day that I think Unilever and a couple of the companies announced, Facebook <a href="https://www.bloomberg.com/news/articles/2020-06-27/facebook-ad-boycott-sinks-stock-raises-pressure-on-zuckerberg" target="_blank">dropped like 8%</a>. They lost <a href="https://www.newsweek.com/facebook-market-value-falls-56-billion-advertisers-flee-platform-1513840" target="_blank">$56 billion</a> in market cap in a single day.</span></p>
<h3><strong>There was a second phase too, right?</strong></h3>
<p><span style="font-weight: 400;">Sacha Baron Cohen helped a great deal with this, he really helped to make it possible. We organized a number of celebrities to <a href="https://time.com/5889742/celebrity-instagram-boycott/">take a pause on Instagram.</a> We called it “Insta-freeze.” Kim Kardashian, Katy Perry, Leonardo DiCaprio, Sacha, Orlando Bloom, Jamie Foxx, Michael B. Jordan, Mark Ruffalo. Some of the biggest names in entertainment all stepped back, and in the weeks since, Facebook announced they were pulling down QAnon content. Reputational pressure still matters.</span></p>
<h3><strong>How fundamental is engagement with extreme speech to Facebook’s business model?</strong></h3>
<p><span style="font-weight: 400;">You know the old adage about local news, “If it bleeds, it leads?” We know that extremism equals engagement. And you see this with the prevalence of polarizing speech, and you see this with how these toxic memes move so quickly across their services. The consequences are profound. Facebook has been weaponized for <a href="https://www.nytimes.com/2018/10/15/technology/myanmar-facebook-genocide.html" target="_blank">genocide</a> in South Asia. In Myanmar. It’s <a href="https://www.aljazeera.com/news/2020/9/10/facebook-bias-spurs-violence-in-india-us-rights-groups-say" target="_blank">fueled violence</a> against Muslims in India. Facebook and social media have really allowed extremists to move from the margins into the mainstream. The algorithmic amplification of this content is incredibly consequential. The business model really needs to be examined because it’s done so much harm.</span></p>
<p><em><span style="font-weight: 400;">(</span>In a statement, Facebook said, “Any suggestion that we benefit from hate shows a misunderstanding of how our business works. We’ve made massive investments to keep hate and other harmful content off of the platform. Over the past three months we have strengthened our enforcement against militias, conspiracy networks like QAnon and banned holocaust denial and distortion. According to the European Commission, Facebook assessed 95.7% of hate speech reports in less than 24 hours, faster than YouTube and Twitter.”</em></p>
<h3><strong>Do you support government regulation of the social media platforms?</strong></h3>
<p><span style="font-weight: 400;">We have seen in recent years the limits of self-regulation. The government has simply got to be more active in trying to ensure that they abide by the same standards that we expect other companies to observe. Businesses have a responsibility to their customers, to shareholders, to society to not allow their platforms to be utilized to spread confusion and hate.</span></p>
<h3><strong>How did Sacha Baron Cohen end up getting the ADL’s leadership award in 2019?</strong></h3>
<p><span class="pullquote"><span style="font-weight: 400;">I’ve tried to use innovation to modernize the fight against hate.</span></span><span style="font-weight: 400;">It was after the “Unite the Right” rally. We were very outspoken after the white-supremacist march in Charlottesville and the President made the really horrible comments that he did in the aftermath: “There are very fine people on all sides.” Sacha reached out to me and we started a dialogue, and I learned he was incredibly passionate about issues of civil rights and, in particular, very fired up about the problem with the availability of anti-Semitism on social media services: Facebook, YouTube, Twitter. His speech was one of the most searing and yet accessible explanations of the challenges of social media. It really caught fire. In many ways, he was the inspiration for the Stop Hate for Profit campaign.</span></p>

<h3><strong>When the news broke about the plan to kidnap Michigan Governor Gretchen Whitmer, you quickly posted a detailed article on the plotters. How important is your research arm to your mission?</strong></h3>
<p><span style="font-weight: 400;">We have the best analysts in the world who for decades and decades and decades have been tracking extremists of all types. We have the best data sets on anti-Semitism and extremism. And we’re regularly in touch with law enforcement at the federal, state and local level to ensure that they are aware of what’s happening in their own backyards. We provide hundreds and hundreds and hundreds of tips every year. Intelligence to law enforcement when we see plots kind of emerging that could cause real violence.</span></p>
<h3><strong>It’s pretty disturbing that your <a href="https://www.adl.org/hate-symbols" target="_blank">Hate Symbols database</a> is 60 pages long.</strong></h3>
<p><span style="font-weight: 400;">I’ll share a story. So this work started with the ADL in the 1930s, when a young government agency called the FBI came and said, “Hey, we are having trouble because we don’t have German speakers in our bureau identifying Nazi sympathizers who we know are agitating against America.” So we started working with them and tracking this kind of stuff. Now it’s 80 years later and the Hate Symbols database—we have extraordinarily rich information we collected over time. The iconography of intolerance—from tattoos to insignias to flags to modern-times memes. And we made that readily available to the public because we think it’s critically important that if you’re a small police department in some community and you arrest someone with a tattoo, you need to know what that actually means.</span></p>
<h3><strong>The Center for Technology and Society has made a push to hire techies including engineers, machine-learning experts and interaction designers. How has your background in the private sector and comfort with tech come to bear at ADL?</strong></h3>
<p><span style="font-weight: 400;">I’ve tried to use <a href="https://www.adl.org/education-and-resources/resource-knowledge-base/adl-heat-map" target="_blank">innovation</a> to modernize the fight against hate. You can’t simply rely on the old tools and techniques when young people today are getting their news from TikTok.</span></p>
<h3><strong>Why is this such a ripe environment for conspiracy theories?</strong></h3>
<p><span style="font-weight: 400;"><a href="https://time.com/5897501/conspiracy-theory-misinformation/">Conspiracy theories</a> try to explain the unexplainable. They often try to look for someone to blame. In an environment where elected officials are calling into question basic facts and delegitimizing democratic institutions, that really kind of weakens our defense systems, our societal immune system. It makes us very susceptible to conspiracy theories.</span></p>
